• Go to brightness/contrast and adjust brightness to -46 and contrast to 47
• Go to hue/saturation and adjust saturation to 123
• Duplicate the layer. Go to effect-blurs-radial blur and adjust angle to 6. This layer has to be behind the other layer.
• Now choose gradient, radial, transparency mode. Remember your colors have to be black and white when you use this tool. Now use this tool on the layer which is on the top.
